Ruto appoints Komora, Siparo to National Police Service Commission

The NPSC plays a critical role in recruiting, appointing, promoting, and exercising disciplinary control over officers within the National Police Service.
President William Ruto has formally appointed Dr. Amani Yuda Komora as Chairperson of the National Police Service Commission (NPSC) and Angeline Yiamiton Siparo as a member, both to serve six-year terms.
The appointments were confirmed through a Gazette Notice dated August 22, 2025.

“In exercise of the powers conferred by Article 246 (2) (a) of the Constitution as read with section 6 (8) of the National Police Service Commission Act, 2011, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint— Amani Yuda Komora to be the Chairperson of the National Police Service Commission, for a term of six (6) years," reads the notice.
Dr. Komora takes up the leadership of the commission after being nominated by the President earlier this year.
He has served in senior roles, including vice chairperson of the Salaries and Remuneration Commission (SRC), general manager of Human Resources and Administration at the Kenya Ports Authority (KPA), and assistant commissioner for human resources at the Kenya Revenue Authority (KRA).
He also holds a PhD in Human Resource Management from Jomo Kenyatta University of Agriculture and Technology.
Siparo, who takes up her position as a commissioner, has worked extensively in public health, governance, and development across Africa. She chaired the National AIDS Control Council between 2016 and 2022 and coordinated the Young African Leaders Initiative (YALI) Legacy Localisation Project across 49 countries.
Her career includes senior roles at UNAIDS, Family Health International, the Population Reference Bureau, and Oxford HR (AU/Africa CDC). She holds a Master’s degree in Counselling Psychology from USIU–Africa.

Dr Komora will assume the role of Commission Chairperson, with Siparo joining the five existing members from various regions: Peris Muthoni Kimani (Kiambu), Edwin Cheluget (Nandi), Benjamin Juma Imai (Bungoma), Prof Collete A. Suda (Migori), and Siparo herself (Narok). Dr Komora represents Tana River County.
